Our expectation, based on seeing countless buildings similar to this one, is that there should be at least a couple of windows or a door located between the mansard roof, the articulated balcony, and ground floor. But there's nothing but blank wall. Was this done to ensure privacy or security, or was it to cut down on the expense of construction, drywall being much cheaper than windows and doors.
